The Cotton Textiles Export Promotion Council of India, popularly known as TEXPROCIL is the apex body instituted by the Ministry of Textiles, Government of India to promote exports of Cotton Textile products across the world.
Since 1954, the Council has played a transforming role to facilitate exports of cotton yarn, cotton and blended fabrics, denim fabrics, home textiles and made-ups to more than 180 countries. Today, India exports more than USD 15 billion worth of cotton textile products, a significant achievement, made possible due to the efforts of TEXPROCIL.
TEXPROCIL plays a very important role of acting as a seamless interface, connecting all the dots in the textile ecosystem for its member exporters.
- Export Marketing & Promotion
- Regularly organizes Export Promotion Programmes, such as participation at International Exhibitions and Buyer Seller Meets under the Export Promotion Mission Scheme of the Ministry of Commerce & Industry, Government of India. This helps in subsidizing the participation fees for our member exporters with financial assistance for Air Travel subject to certain eligibility criteria as per the EPM guidelines.
- Undertakes activities in marketing and promoting the participation of member exporters at international events by organizing email campaigns, print advertisements, social media and online campaigns, BTL activities, thereby creating awareness and interest for the event among the buyers in overseas markets.
- Provides a unique business-to-business platform to member exporters by inviting leading importers, manufacturers, buying houses, sourcing companies, retail format chains, hotel chains etc. to discuss their sourcing requirements with Indian exporters under one roof at the Bharat Tex event in India each year.
- Identifies potential new markets through Market Research and Data Analysis for seeding export activity through trade delegations.
- Market Intelligence for Business Facilitation
- Provides market information, trends and data to member exporters. Facilitates understanding of the dynamics of the Global Textile business, thereby enabling its member exporters to prioritize their export efforts.
- Circulates overseas Trade Enquiries among member exporters on a regular basis.
- Provides financial assistance to eligible member exporters by way of subsidy in air travel to participate in International Events under the EPM scheme of the Government of India.
- TEXPROCIL also provides specific market information related to member’s products, HS Code-wise export data, import data of countries of interest, which goes a long way in enabling member exporters to formulate strategies to meet international demand.
- TEXPROCIL issues Visa Recommendations, Export Turnover Certificates, GST paid Certificates, Certificates of Origin and Registration cum Membership Certificates (RCMC), thereby assisting members, especially from the MSME sectors in their export process and procedures.
- Knowledge Dissemination, Research & Analysis
- Organizes seminars and workshops to keep member exporters abreast of the latest trends, developments and policies in the industry.
- Provides latest information and updates to members through its website. It also publishes a monthly newsletter, to all members that covers a multitude of topics of relevance such as market reports, latest trends, trade notifications, export review and other FAQ's.
- Issues circulars related to trade and policies, procedures and benefits related to Duties, Taxes, Incentives and other programmes of the Government of India.
- Provides latest data on the cotton textiles sector in India and Globally to its members as per their requirements to enable them to formulate their export marketing plans.
- Policy Advocacy
- The Council takes up representations on behalf of its member exporters with Government Agencies such as Directorate General of Foreign Trade (DGFT), Central Board of Indirect Taxes & Customs (CBIC), ECGC, RBI, AD Banks, Shipping lines etc.
- Representations are taken up with Indian Missions abroad and Overseas Missions in India for resolutions of issues of member exporters.
- Liaisons with Government and Textile bodies on a regular basis and acts as the interface between the Cotton Textile Industry stakeholders and DGFT, Customs, Duty Drawback Committee, ECGC and others.
- The Council processes various information and updates members on the policies, regulatory systems and procedures of the cotton textile industry. The Council also presents data / inputs / suggestions / comments to the relevant authorities to influence policy framework for the benefit of its member exporters in particular and industry in general.
- Works hand-in-hand with the concerned Government Department for submission of Data on duty Drawback / RoDTEP / RoSCTL for increasing the benefit in schemes and sends proposals for Formulation of Foreign Trade Policy and Pre-Budget Memorandum, etc. which is relevant to International Trade in building a statistical base to compare industry growth and assist them to receive eligible incentive.
- Tracing & Sustainability
- TEXPROCIL has established the General Certificate of Conformity (GCC) programme to validate and certify the use of Indian Farm Cotton across the value chain, thereby establishing its origin for meeting the requirements of leading importers, buyers, brands and sourcing companies across the world.
- TEXPROCIL, appointed by the Ministry of Textiles, Government of India has implemented the ‘Kasturi Cotton Bharat’ programme to promote the use of superior-quality Indian cotton across the textile value chain. The programme provides certified and tested cotton with end-to-end traceability through a block chain based QR code system.
